Road Maintenance Obligations concerning Cul-de-Sacs

Board President Roy Paulson signed a resolution stating that while the LCPOA will maintain La Cresta’s public roads, it will no longer cover cul-de-sacs.

Members are encouraged to review the official Resolution and Association records. It is important to understand why the Board is limiting discussion on these roads and how it affects the Association's long-standing maintenance obligations.

At the November 6, 2025, meeting, the Board majority reportedly adopted a Resolution prohibiting further discussion by directors and members concerning the maintenance of cul-de-sacs, despite objections raised by attending members. 

                                                            

This position appears inconsistent with prior County-recognized authority under which the Association accepted responsibility for maintaining 128 "private" roads to include naming 81 ( eighty one) cul-de-sacs.

According to public documents available from Riverside County our BOD named all the cul-de-sacs that were dedicated county roads for public use as part of the vacate of county roads request to the county back in 2004. Riverside County accepted that vacate request and named all the roads as part of the vacate. The cul-de-sacs were specifically named in that document. Therefore the BOD accepted the cul-de-sacs as roads the county vacated to their responsibility. That means that since 2004 the BOD has been responsible for the cul-de-sacs maintenance but has continually refused to accept that responsibility. The amount of monies owed to the individual lot owners living on cul-de-sacs would be enough to bankrupt the POA if the BOD did the right thing regarding repayment.

Cul-De-Sacs: 
Many of you are not receiving Service if you reside on a Cul de sac.

As you may be aware, our community's current association framework adheres to the 1969 CC&R (Covenants, Conditions, and Restrictions) rule, that exempts most of our cul-de-sacs, considered to be "private roads," from association maintenance. This historical rule, while perhaps appropriate in the past, has led to a situation where despite equal association fees, the upkeep of our cul-de-sac road has not been included in the association's responsibilities.

You may already know that our community currently operates under the association framework established by the 1969 La Cresta Property Owners Association CC&R (Covenants, Conditions, and Restrictions) rule. This rule exempts most of our cul-de-sacs, which are designated as "private roads," from association maintenance. While this historical rule may have been suitable in the past, it has resulted in a situation where, despite everyone paying equal association fees, the maintenance of our cul-de-sac roads is not part of the association's responsibilities.

This revision aims to encompass the upkeep and resurfacing of cul-de-sac roads within the purview of the association's duties.
